About the Role

This position is contingent on contract award. Applicants will only be contacted if this contract is awarded to Beta Systems. We are seeking a qualified project management training professional to design and deliver a group training curriculum on project management, process improvement, and adaptive management for Agency leadership, project managers, and all staff. This role supports an ambitious Strategic Plan initiative and will help build a shared toolkit and common practice across the organization for how projects and process improvements are designed, implemented, and delivered.
Contract Term: October 5, 2026 – June 30, 2027

Key Responsibilities

Curriculum Development

  • Design a detailed training curriculum covering all required topics (see below), including how topics connect and build on one another
  • Define delivery method(s) and training objectives for each curriculum component
  • Develop a detailed training schedule, including session lengths and material review/approval deadlines

Training Materials Development

  • Prepare all training materials (slides, handouts, exercises, facilitator guides) aligned to the curriculum
  • Submit all materials for review and approval at least one week prior to each scheduled training

Training Delivery

  • Deliver a 2-hour virtual training for the Agency's leadership/management team
  • Deliver a 2-hour virtual training for the Agency's project managers
  • Deliver a recurring cadence of trainings (up to 1 hour each) to all staff, delivered virtually on a regular basis (potentially monthly) from November 2026 through May 2027
  • Deliver a culminating in-person training at the Agency's All Staff Retreat in June 2027, likely near Seattle. This is the only in-person event.

Assessment

  • Design and administer a pre-training assessment to determine trainees' existing knowledge base
  • Design and administer a post-training assessment to evaluate training content and effectiveness

Reporting

  • Prepare and submit a summary report with recommendations for ongoing training by end of June 2027

Required Training Topics

The curriculum must address the following six core areas:
  1. Root Cause Analysis — logic models / "so that" models; distinguishing symptoms from underlying problems
  2. Process Mapping & Workflow Visualization — flowcharts, SIPOC diagrams, swim lanes to identify "as-is" vs. "to-be" workflows
  3. Role Management (MOCHA) — clarifying project roles and responsibilities
  4. Using Data in Decision Making — types of project/process data and effective communication of data
  5. Work Breakdown Structures (WBS) — breaking projects into manageable steps; prioritization and resource-blocking techniques
  6. Evaluation and Ensuring Accountability — tracking post-implementation performance and sustaining improvements

Required Qualifications

  • Demonstrated expertise and skills relevant to project management, process improvement, and/or adaptive management training
  • Ability to provide three professional references related to relevant work (clients, project partners, or supervisors), including contact information and a description of the work performed
  • Experience designing and facilitating group training, ideally across multiple organizational levels (leadership, management, general staff)
  • Familiarity with — or ability to reinforce — existing frameworks used by the Agency, such as MOCHA
  • Strong written and verbal communication skills for both in-person and virtual delivery
  • Ability to develop clear, professional training materials and submit them on a defined review schedule

Preferred Qualifications

  • Experience supporting equity and environmental justice goals within organizational or project work
  • Experience designing pre/post training assessments and analyzing results
  • Experience delivering training to public agencies or municipal organizations
  • Experience with an adaptive management or strategic planning process

Additional Details

Estimated Time Commitment: Approximately 100–140 hours over the contract term
