ROLE SUMMARY
BSI is seeking a Senior Grants Management Specialist to serve as the primary subject matter experts for Title IV-E financial oversight. These specialists hold core responsibility for reviewing and reconciling CB-496 quarterly financial reports, supporting eligibility reviews, and providing technical assistance to state, tribal, and territorial recipients on complex Title IV-E financial and programmatic requirements. Work will primarily be done remotely with the potential of meetings in Rockville, MD. If selected, your resume will be submitted as a part of bid as key personnel, therefore this position is subject to award.
RESPONSIBILITIES
- Review CB-496 quarterly financial reports submitted by Title IV-E agencies for accuracy, completeness, and compliance with applicable statutes, regulations, and policy guidance.
- Reconcile expenditure data across current and prior reporting periods; identify and document discrepancies and anomalies.
- Provide technical assistance to recipients to resolve identified anomalies and ensure accurate expenditure and claiming data.
- Support Title IV-E eligibility reviews (approximately 15 per year) by validating payment history and calculating disallowances for ineligible payments.
- Track, document, and escalate issues related to non-compliance actions, including repayment of funds.
- Review annual CB-496 reports related to Adoption Savings calculations per Title IV-E Adoption Assistance program requirements.
- Perform secondary review of costs within public assistance cost allocation plans (PACAPs) and cost allocation methodologies (CAMs) as appropriate.
- Maintain grant records in GrantSolutions and ARTMS.
- Contribute to the monthly status report for Title IV-E task activities.
REQUIRED QUALIFICATIONS
- Minimum 5 years of experience in Title IV-E grants management, financial reporting, or child welfare program administration.
- Direct experience with CB-496 quarterly financial reporting, including expenditure claims, prior-period adjustments, and caseload data.
- Knowledge of Title IV-E federal financial participation (FFP) rates and cost allocation requirements.
- Familiarity with 45 CFR Part 1356, 45 CFR 1355.36, and ACF Children's Bureau policy guidance.
- Knowledge of 2 CFR 200 Uniform Administrative Requirements and HHS Grants Policy Statement.
- Experience using GrantSolutions or comparable federal grants management systems.
- Ability to obtain and maintain a federal background clearance.
PREFERRED QUALIFICATIONS
- Experience conducting or supporting Title IV-E eligibility reviews using the Title IV-E Review Instrument and Review Guide.
- Familiarity with AFCARS, NYTD, and CFSR penalty resources.
- Experience with cost allocation methodologies for tribal Title IV-E programs (ACYF-CB-PI-10-13).
- Prior experience at or supporting the ACF Children's Bureau or OGM.
